HCS SB 218 -- REGIONAL RECREATIONAL DISTRICTS

COMMITTEE ACTION: Voted "do pass by consent" by the Special
Committee on Government Affairs by a vote of 7 to 0.
This substitute authorizes the governing body of Boone County to
have exclusive control over the expenditures and operation of a
regional recreational district located only in that county on
land owned solely by the county.
The substitute also repeals language specifically permitting
legally authorized representatives of landowners to serve on the
board of directors of a community improvement district in the
City of Springfield. Currently, this membership is already
allowed statewide.
FISCAL NOTE: No impact on state funds in FY 2008, FY 2009, and
FY 2010.
PROPONENTS: Supporters say that the bill allows Boone County to
create a regional recreation district for the purpose of building
soccer and athletic fields for local youth and will allow the
governing body of the county to control expenditures and
supervise, improve, and care for the recreational district since
there will be no property owners residing in the district.
Testifying for the bill were Senator Graham; County of Boone; and
Husch and Eppenberger.
OPPONENTS: There was no opposition voiced to the committee.
